absolutely this is not a problem for your 3dfx Voodoo5 5500 video card.
First, 167MHz is a very near to 166Mhz; also, in general, the real default value of the clock frequency can slightly differ (1MHz) from the nominal value according to the hardware specification. Finally a very small reading error of this value could occur too.
So please think your Voodoo5 is working with the reference clock frequency and a "underclock" is not required :).
